''It's part of the base funding for our organization,'' said Hindy Kohn, deputy director of the United Jewish Organizations of Williamsburg. ''It represents part of our salaries, our housing and planning staff.''
The potential funding loss, $275,000 for UJO and $400,000 for the Jewish Community Council of Borough Park is not part of the recent deficit reduction program approved by Gov. David Paterson and legislative leaders.
Originating with the state Office of Children and Family Services, the money was given through a discretionary grant directly from the governor's office.
A spokesperson for the governor's budget office, Jessica Bassett, said the grants were under review.
''Applications for funding with the state are a rolling process,'' said Bassett. ''We review grants on an ongoing basis. No decisions have been made.''
If the grant is discontinued it would mean the funds were reallocated elsewhere, and at least one observer speculated on a political motive.
''This is an election year,'' said one insider who spoke anonymously to avoid harming attempts to restore the funds. ''It could be [Paterson] has either written off part of the community, or he wants to take something away so he can give it back later.''
The UJO has about 30 employees administering employment programs, housing entitlements, senior services and federal No Child Left Behind funding. The JCC of Borough Park provides similar services geared toward Orthodox families, Russian émigrés, returning homemakers, at-risk teens and single parents.
''These programs help people get the benefits they need,'' said William Rapfogel, executive director of the Metropolitan Council on Jewish Poverty, which oversees the local groups. ''They don't just refer people but help them fill out applications with the clients for a one-stop service
