Israel's prime minister to step down

JERUSALEM (CNN) -- Scandal-hit Israeli Prime Minister Ehud Olmert announced Wednesday he will not be his party's leader going into the next election.

Citing "a wave of investigations and criticism" at the hands of his political opponents, he said he will resign once his Kadima party elects a new chairman.

"I am not doing this out of a feeling that I cannot do my job ... I believe in my ability to continue," he said at a news conference at his official residence.

"When forced to choose between my own personal standing and considerations that relate to the welfare of the state, it is the latter that will take precedence."

Last month, Israeli lawmakers reached a deal that will allow Olmert to stay in power for a few more months. In exchange, Olmert's party agreed to hold primary elections by September 17.

No date has been set for general elections, which will have to be held by sometime next year. Video Watch Olmert explain why he is stepping down »

Olmert has been embroiled in a corruption probe, and Defense Minister Ehud Barak had earlier said he would pursue new elections if Olmert didn't step down.

He said Olmert can't run the government properly with the corruption probe persisting.

Barak's office said after the announcement: "Prime Minister Olmert made a right and appropriate decision.''

Olmert had previously said he would resign only if he is indicted on corruption charges. He has never been convicted of wrongdoing.

Olmert has faced a slew of allegations during his two years as Israel's prime minsiter focussing on his three decades inpolitics.

They include allegations he bought a house for below market values in Jerusalem in return for favors, and that he allegedly appointed political cronies to positions at Israel's Small Business Authority.

CNN's Atika Shubert in Jerusalem said the allegations surrounding Olmert had made him deeply unpopular with Israelis.

It was not immediately known how Olmert's announcement would hit a U.S. push for a peace deal between Israelis and Palestinians by the time President George W. Bush leaves office early next year.

Tzipi Livni: Israel's foreign minister and a former Mossad agent, she is the expected front-runner in a leadership race.

Miss Livni was first elected to the Knesset in 2001 for the Rightist Likud party but followed former prime minister Ariel Sharon when he established Kadima in autumn 2005.

She and Mr Olmert have had a difficult relationship since she called for his resignation over failures in the 2006 war in south Lebanon. Recent polling suggests she would take 38 per cent of the vote in a four-candidate race.

Shaul Mofaz: At present the transportation minister and deputy prime minister, Mr Mofaz has also served as minister of defence and is a former army chief of staff.

Also a former Likud party member who followed Mr Sharon into Kadima, he is seen as having a strong military record and is believed to be Mr Olmert's preferred choice as successor. Polls put him at 33 per cent support in the party.

Avi Dichter: Israel's minister of public security, Mr Dichter is also a former director of the Shin Bet, Israel's internal intelligence service.

He first entered politics for the March 2006 elections. He has expressed doubts that the current peace process with the Palestinians can succeed but has encouraged talks with Syria.

Polling suggests he would win 13 per cent of his party's support in a four-candidate race.

Meir Sheetrit: At present minister of the interior, Mr Sheetrit was mayor of the city of Yavne for more than a decade before his entry into national politics in 1981.

Another former Likud member who followed Mr Sharon into Kadima, he has lengthy experience in Cabinet, serving in previous governments as minister of justice and minister of finance.

However polling suggests he is trailing other possible candidates with just eight per cent support.

Snap poll call as Olmert departs

Israeli right-wing opposition leader Binyamin Netanyahu has called for snap elections, after Prime Minister Ehud Olmert announced he would stand down.

Mr Netanyahu said the government had "finished its mission" and was responsible for a "string of failures".

Mr Olmert announced on Wednesday that he would not stand in a leadership race for his Kadima Party set for September.

He was under increasing pressure to quit over mounting corruption allegations, which he

Allies and opponents of Mr Olmert alike have backed his decision to quit.

He plans to remain as caretaker PM until a new government is formed.

'Correct decision'

Ex-PM and Likud Party leader Mr Netanyahu told public radio on Thursday: "This government has finished its mission, irrespective of who will head Kadima.

"Everyone in this government is responsible for a string of failures. We must let the people decide through new elections."

EHUD OLMERT'S POLITICAL LIFE

1993: Begins 10-year stint as mayor of Jerusalem
2005: Leaves right-wing Likud party with former Prime Minister Ariel Sharon to form Kadima
2006: Takes over as leader when Ariel Sharon suffers a stroke
2007: Helps relaunch Israeli-Palestinian peace talks after seven-year hiatus
2008: Announces plans to resign

The BBC's Wyre Davies in Jerusalem says there are fears that unless a successor can quickly form a new government, Mr Olmert may limp on as a caretaker leader for several weeks.

He says many observers believe that scenario is unlikely to help Israel and the Palestinians reach a deal by the end of the year, the aim under the current US-backed peace process.

Mr Olmert's main coalition partner, the Labour Party leader and Defence Minister Ehud Barak, said he believed Kadima could form a new government without a new general election.

An opinion poll released just before Mr Olmert's announcement suggested Israeli voters thought Mr Netanyahu would make the best premier, ahead of Foreign Minister Tzipi Livni.

Ms Livni, a favourite to replace Mr Olmert as head of the Kadima Party, said the prime minister's decision had been hard but correct.

A former protege of Ariel Sharon, she helped broker Israel's withdrawal from the Gaza Strip and has championed a vision of Israel co-existing with a Palestinian state, say analysts.

But critics argue she lacks the military and political experience to lead the country.

Transport Minister Shaul Mofaz, another main contender to replace Mr Olmert, has said that if he wins the party contest, he is confident of winning enough support to form a workable coalition government.

HAVE YOUR SAY
This is a good move and long overdue, Olmert is a weak PM in a country that cannot afford to have weak leaders.
James, Jerusalem

More politically experienced than Ms Livni and with a strong background in the military, he could prove more appealing to smaller right-wing and religious parties, according to our correspondent.

Public Security Minister Avi Dichter and Interior Minister Meir Sheetrit are also seen as potential successors.

Mr Olmert faces a corruption inquiry over allegations that he received illegal campaign donations from businessman, Morris Talansky, and that some of the money was used to buy luxury items.

He has not been charged, and denies the allegations.

The scandal is one of six corruption investigations Mr Olmert has faced during his time in office
