KJ group gets start on annexation of 184 acres

Kiryas Joel – A group seeking to annex 184 acres into this booming community from the neighboring towns of Monroe and Woodbury filed papers last week to begin an environmental review of the proposal.
Completed copies of an initial analysis known as an environmental assessment form arrived Friday and Thursday at municipal offices in Monroe, Woodbury and Kiryas Joel, the three municipalities that must consider and act on the request.
The proposal is a hot potato both because of internal politics in Kiryas Joel, which will get more combative as a village election in June approaches, and opposition outside the densely populated village to any expansion of its borders.
Internal politics come into play because the annexation request was organized by the Hasidic community's opposition party, the Kiryas Joel Alliance, rather than by developers tied to its majority congregation.
Mayor Abraham Wieder, calling for a "cooling off" period between Kiryas Joel and its neighbors, declared in December that his village won't act on any annexation requests for at least six months, which happens to be after he and two trustees will stand for re-election.
But even before that issue comes to a head, the three municipalities must resolve differences over who will lead the environmental review.
Both Kiryas Joel and Woodbury declared they would be the lead agency when the annexation request was filed in August. If they can't agree, the state environmental conservation commissioner must choose.
